In 1897 regs, the cloak & mackintosh were separate articles and the mac is explicitly “black or dark nay [sic] blue.” The 1897 mac was also to be “with the shoulders cut to admit of wearing epaulets or shoulder knots.” In warm, foul weather the mac would be preferred (and made dark for formal wear) whereas the boat cloak solved a problem in cold and/or wet weather, protecting epaulets in those conditions
